OBITUARY OF PAST PRESIDENT OF INPALMS (1992-1998) 

PROFESSOR M. S. L. SALGADO  

 It is with great sadness that we record the demise of Professor M.S. L. Salgado on 29.08.2019 following a brief illness. Professor Salgado qualified as a Medical Doctor in 1959 from the University of Colombo, Sri Lanka. He had his postgraduate training in forensic medicine at the University of Glasgow, UK and obtained the DMJ Clin. et al Path. He was one of the first forensic pathologists to obtain the MD in forensic medicine from the Postgraduate Institute of Medicine (PGIM), University of Colombo, Sri Lanka. On his return from the U.K he served in the Ministry of Health as Consultant Judicial Medical Officer, Colombo South Teaching Hospital, Sri Lanka. In 1982, he was appointed as the Chief Consultant Judicial Medical Officer, Colombo which post he held until his retirement in 1990. Upon his retirement from the government service he was appointed as the Professor of forensic medicine at the North Colombo Medical College, Sri Lanka. Prof Salgado was one of the pioneers in establishing the board of study in forensic medicine at the PGIM, University of Colombo Sri Lanka. The board of study in forensic medicine was established in 1980. He served as a member of the board of study since its inception and later became its chairman. Over 60 Sri Lankan and foreign doctors have gone through the MD course conducted by the PGIM to become board certified specialists in forensic medicine. Majority of the Sri Lankan doctors function as specialist Judicial Medical Officers in different parts of Sri Lanka and some are serving as specialist forensic pathologists abroad. In addition, some have joined the academic staff of the universities. Prof Salgado was responsible for upgrading the facilities at the Office of the JMO, Colombo for the benefit of the trainees. It served as the premier centre for postgraduate training in Sri Lanka during his tenure. The Medico-Legal Society of Sri Lanka was very close to his heart and he was one of the few long-standing members who took a tremendous and incomparable effort for its progress. He was the President of the Medico-Legal Society of Sri Lanka from 1984-1986. The Medico-Legal Society felicitated Prof Salgado during its 80th anniversary celebrations in 2017. His contribution to foster forensic medicine and allied fields in the region was exceptional. This was done mainly through the Indo-Pacific Association of Law, Medicine and Science (INPALMS). Together with Prof. Chao T Cheng of Singapore Prof. Salgado was instrumental in establishing the INPALMS. He was the second President of the INPALMS from 1992-1998 and the Congress Chairman when the 2nd Indo-Pacific Congress on Law, Medicine and Forensic Sciences was held in Colombo in 1986. As the congress chairman of this meeting he was able to organize it with the participation of delegates from 38 countries. The congress attracted a total of 227 attendees mainly due to his remarkable organizing capabilities, at a time when there were grave security concerns and travel risks due to terrorist activities prevailing in the country. The congress was organized under the auspices of the Medico-Legal Society of Sri Lanka to coincide with its 50th anniversary. The INPALMS meeting is held every three years in a country in the region and the organizing committees of these countries often sought his advice and guidance during the preparatory stages and also during the congress. The Forensic Science Society of Philippines felicitated him at the 8th INPALMS congress held in 2004 in Manila, Philippines for the extraordinary services rendered to the INPALMS. Prof Salgado had an overpowering desire to record the history of INPALMS and he together with Professors Tatsuno and Tsunenari from Japan met in Colombo for 3 days in 2001 and produced an invaluable history book of INPALMS containing details such as the origin of INPALMS, its constitution, record of the congresses held up to that year, minutes of these meetings and the articles on the status of medico-legal services of the member countries. He was also deeply involved in the drafting of the constitution of the INPALMS. As the editor since 1991, he was responsible for publishing the INPALMS News Letter in eleven volumes. He was also a founder member of the College of Forensic Pathologists of Sri Lanka and was its President in 2011. We also fondly remember his beloved wife, late Mrs. Chintamani Salgado (nee Gunesekera) who predeceased him in 2017. She was a loving and caring wife and was always a tower of strength to him in his professional and social life. They are survived by a son, Krishant and a daughter, Shamali. Prof Salgado was a pioneering figure in the field of forensic medicine in Sri Lanka who devoted his entire working life for the betterment of the field. The country in general and regional forensic fraternity in particular has lost a doyen of forensic pathologists.
